Public infrastructure facts become structured starting conditions for ORBIT.
The ORBIT Constraint Atlas converts scattered water, wastewater, pretreatment, permitting and utility-dependency records into a dated, source-linked layer that can prefill site screens, expose unknowns and trigger change alerts as public conditions evolve.
ORBIT should not start every site from a blank spreadsheet.
Public facts are not the same as customer-specific design inputs. Atlas separates them, timestamps them and carries their evidence state forward so a site screen begins with reusable prior knowledge rather than repeated manual discovery.
Source-linked prior knowledge
Water-management status, wastewater capacity, industrial pretreatment requirements, utility reservations, permitting posture and infrastructure dependencies are normalized into one schema.
Freshness-aware
Draft, proposed, historical and current records remain explicitly labeled. A later source supersedes the earlier record instead of silently rewriting history.
Wired to predictions
Atlas records can serve as evidence or priors for ORBIT predictions, then be confirmed or contradicted by later site-specific or public evidence.
Casa Grande / Pinal AMA, Arizona
18 records spanning groundwater-management posture, water-supply evidence, wastewater treatment expansion, industrial pretreatment, reuse and permitting.
Botetourt County / Daleville, Virginia
14 records spanning water and sewer reservations, initial water source, air-cooling implications, VWP/NSR permitting, wetland constraints and transmission dependency. Four Ledger predictions are linked.
Fort Worth, Texas
13 records add a distinct regulatory dimension: adopted closed-loop cooling, NSIU pretreatment, wastewater-study and connection-cost requirements, plus dated policy milestones. Four additional Ledger predictions are linked.
18 structured constraints and facts.
Confidence reflects source clarity and freshness, not a guarantee that a public fact is sufficient for a specific project decision.

Atlas → ORBIT → Prediction Ledger → outcome → calibration.
The linkage now spans two regions: Botetourt connects infrastructure and permit facts to four active claims; Fort Worth connects pretreatment and policy-state facts to four more. Each future resolution can confirm, contradict or supersede the prior evidence state.
1 · Atlas
Reusable source-linked jurisdiction and infrastructure facts.
2 · ORBIT
Cross-resource constraint screen using public priors plus customer/site evidence.
3 · Ledger
Dated, falsifiable predictions with named resolution sources.
4 · Learn
Resolved outcomes improve calibration and expose where public priors were incomplete or wrong.
Bring one large-load site. ORBIT separates what is already known from what still needs proof.
The Constraint Atlas reduces repeated discovery work; your site-specific evidence determines the actual decision.
